Accessibility statement
The aim of Verkehrsgesellschaft Mecklenburg-Vorpommern mbH is to make the website (vmv-mbh.de) and the timetable information (fahrplanauskunft-mv.de) in the mobile app and the web interface accessible.
The current legal bases are
- the Act on Equality, Equal Participation and Integration of People with Disabilities (State Disability Equality Act – LBGG M-V) – dated 9 April 2020 and
- the Ordinance on Accessible Information Technology Mecklenburg-Vorpommern (BITVO M-V), dated 14 December 2020
1. Status of compatibility with the requirements
Both websites (fahrplanauskunft-mv.de and vmv-mbh.de) are not yet fully compatible with the LBGG M-V and BITVO M-V. Following analysis of the mobile app “MV on the move”, (Version 5.61.17894 (520017894)) from the company “DVZ Datenverarbeitungszentrum M-V GmbH”, 100 assessment criteria were evaluated (as of: 28 September 2021).
2. Inaccessible content in the timetable information (fahrplanauskunft-mv.de and in the mobile app) “MV on the move”
The following assessment criteria are not currently met and are therefore incompatible with LBGG M-V and BITVO M-V:
- In the app, some headings are displayed as plain text by the screen reader. This makes it difficult for visually impaired users to understand the page structure and to navigate directly to headings.
- The visual representation of text and images of text does not have a contrast ratio of at least 4.5:1, or 3:1 for large text.
- Text cannot be enlarged up to 200%.
- The contrast ratio of non-text content is not 3:1.
- Not all content functions can be operated via a keyboard.
- Headings and labels do not always clearly describe the topic or purpose.
- Labels do not include the visible text in the name.
- Information in plain language and sign language is missing.
2. Inaccessible content on the website (vmv-mbh.de)
Incompatibility with the LBGG M-V and BITVO M-V:
- Most PDF documents are not accessible.
- Information in plain language and sign language is missing.
We are working on the accessible implementation of the points listed here.

4. Feedback and contact information
Should you encounter barriers to access on our pages, please get in touch with us by telephone or in writing (e.g. via the contact form or email). Please let us know with a description of where you noticed the error.
5. Enforcement procedure
Are you dissatisfied with how your query has been handled? Or have you failed to receive a response to your feedback within six weeks? In that case, you can submit a request to the Monitoring Office for Digital Accessibility for Public Bodies in Mecklenburg-Vorpommern to review the regulations and measures specified in the accessibility statement. The Monitoring Office is responsible for the complaints and enforcement procedure in accordance with Article 2, paragraph 1 BITVO M-V.
Upon your request, it will examine whether further action is required vis-à-vis the public body. The complaint and enforcement procedure is free of charge for you as the complainant. You do not need legal representation.
Once the complaint has been received, the following steps are taken:
- Examination of whether actual violations of accessibility requirements can be identified.
- The public body is asked to remedy the issues within a specified period. It will receive suggestions for implementation for this purpose.
- If the public body fails to honour the complaint, it must provide reasons to the Monitoring Office.
- All parties involved will be informed of the status of the procedure.
- The enforcement procedure shall be concluded with a summary final notification to the complainant and an explanation of the implementation.
- The public body and its competent technical or legal supervisory authority shall be informed.

Independently of the complaints procedure, the enforcement procedure can also be initiated by the Monitoring Office for Digital Accessibility of Public Bodies in Mecklenburg-Vorpommern itself on the basis of identified issues.
